In the evening I see what seems to be a planet or a star that twinkles red,blue,green and yellow. What is it?

I live in Surprise AZ. After dark to the far north west, I see what I am guessing is a planet or a star. It twinkles blue, red, green and yellow. My b/f thinks its something else. Can anyone tell me what this is?I guess I should add that when we first saw it it was low in the sky, now its about mid way.He said he saw it else where in the sky moving, however I have only seen it in the one location. Thanks for your help!

I am going to guess that it is Arcturus. Diffraction of light as it passes through a deep blanket of air, (because it is seen at a low angle), causes the color changes.

To be sure that it is Arcturus, find the “Big Dipper”, follow the curve of the ‘handle’ towards the end and beyond. It will “Arc To Arcturus” as the old saying goes, (the curved line then continues to “Speed To Spica” if it is visible). (Spica is too low to see right now).

Another low star that shows color flicker is Antares, (to the south in the summer sky, but perhaps earlier than this date), it is the ‘eye’ of the ‘Scorpion’ constellation, and would be visible at your latitude on the right dates. (it is due south at about 7 PM right now so probably is getting too low by total darkness. Look just to the west of the south point on your horizon when it gets dark and you might see it or the curve of the ‘tail’ above the horizon to the left of the south point)
